A loaner is an American term for a temporary replacement lent during repairs, as in a loaner car. Because the fridge cannot be repaired for a week, the representative offers to deliver a small replacement tomorrow for use in the meantime.

“we'll also waive the visit fee”

Waive means to forgo a fee, right, or requirement. Besides lending the replacement free of charge, the representative also removes the visit fee. It is a somewhat formal word common in customer service and contracts.
